Taxi vs Private Hire: What’s the Difference in the UK?

Taxi vs Private Hire What is the Difference in the UK

A driver waves off a hopeful hand raised at the kerb, points at a phone, and mouths “you need to book.” That driver has not been rude. He has been following the law.

Most people use the word taxi for anything with four wheels and a driver, yet UK law treats a black cab and a pre-booked minicab as two entirely different categories. Knowing the difference matters when you are trying to hail a car, checking whether one is properly licensed, or working out why a fare was quoted rather than metered.

This guide explains taxi vs private hire in the UK clearly, from hailing rules to licensing. It draws on years of running licensed private hire across Surrey at Camberley Cars, where the distinction shapes how every single journey is booked.

What Is the Difference Between a Taxi and Private Hire?

A taxi, properly called a hackney carriage, can be hailed on the street, picked up at a rank, or pre-booked. A private hire vehicle, or PHV, must always be pre-booked through a licensed operator and can never be hailed or wait at a rank.

That single legal right, known as plying for hire, is the entire distinction. Everything else, from the roof sign to how the fare is calculated, follows from whether a vehicle holds that right.

A taxi can be flagged down; a private hire car can only ever be booked in advance.

Hackney Carriage vs Private Hire Vehicle: The Legal Definitions

The local council licenses a hackney carriage to ply for hire within its area, fitted with a meter and an illuminated roof sign reading TAXI. A private hire vehicle is licensed separately, must work through a licensed private hire operator, and displays a licence plate rather than a roof light.

Both drivers hold their own licence, and PHV bookings must be logged by the operator, which is why a proper firm always knows who is in which car and where they are headed. The licensing authority, usually the local council or Transport for London, issues both types.

Can You Hail a Private Hire Car or Use a Taxi Rank?

No. A private hire vehicle cannot legally be hailed on the street or wait at a taxi rank, whatever the driver might want to do. Every journey must start as a booking made through a licensed operator, by phone, app, or online form.

This is why a PHV driver in the scenario above genuinely cannot stop for a raised hand, even for a short, simple trip. Doing so would put the driver’s licence at risk, since only a hackney carriage holds the right to ply for hire.

A private hire car needs a booking before it can legally carry you anywhere.

Taxi vs Private Hire: A Side-by-Side Comparison

Feature Taxi (hackney carriage) Private hire vehicle (PHV)
Can be hailed on the street Yes No
Can wait at a taxi rank Yes No
Booking method Hail, rank, or pre-booked Pre-booked only
Fare Metered, council-set rate Fixed fare, agreed upfront
Roof sign Illuminated TAXI light None
Licence display Plate and windscreen disc Plate and licence disc

Both are properly licensed; the difference is entirely in how you can access them.

Why Private Hire Fares Are Quoted, Not Metered

A private hire fare is agreed before the journey because the vehicle cannot legally run a street meter the way a hackney carriage does. Quoting the fare in advance is simply how a booking-only service prices a journey fairly.

Dead mileage, the empty distance a driver covers reaching you before the fare starts, is part of what a fixed-fare quote accounts for. A hackney carriage on a rank has no equivalent cost, since its next fare is usually the next person in the queue.

A fixed fare exists because the booking, not the meter, is what starts the journey.

How to Check a Taxi or Private Hire Car Is Licensed

Every legally licensed vehicle displays a plate, usually on the rear and repeated on a smaller disc inside the windscreen, showing a licence number and expiry date. A hackney carriage adds the illuminated roof sign; a private hire vehicle does not.

For private hire, the safest check is simple: if you booked it, the driver and vehicle details should match what the operator confirmed. A driver who cannot confirm those details, or a car with no visible plate, is not one to get into.

If the plate, the driver, and the booking all match, the car is legitimately licensed.

Private Hire in Camberley and Surrey

Camberley Cars operates as a licensed private hire company, so every journey is pre-booked with a fixed fare agreed before you travel, never a street hail or a rank pickup. That model covers Camberley, Frimley, Farnborough, Yateley, Blackwater, and Sandhurst, with fixed-fare airport transfers to Heathrow, Gatwick, Luton, Stansted, and Southampton. For journeys starting well outside this Surrey belt, a local operator there will serve you better.

FAQs

What is the difference between a taxi and a private hire vehicle?

A taxi, or hackney carriage, can be hailed on the street, picked up at a rank, or pre-booked, and runs on a council-set meter. A private hire vehicle must always be pre-booked through a licensed operator, cannot be hailed or use a rank, and charges a fixed fare agreed in advance. Both require separate licensing, but the legal right to ply for hire is what actually separates the two.

Can a private hire car pick you up from a taxi rank?

No. Private hire vehicles are not legally permitted to wait at taxi ranks or pick up passengers there, since only a licensed hackney carriage holds the right to ply for hire. Every private hire journey must begin as a booking made through a licensed operator. A driver who stopped for someone at a rank without a booking would be operating outside their licence.

Do private hire taxis need to be pre-booked?

Yes, always. A private hire vehicle can only legally carry a passenger if the journey was booked in advance through a licensed operator, whether by phone, app, or online form. It cannot be flagged down on the street or approached directly at a rank. This is the defining legal difference between private hire and a hackney carriage taxi.

How do you know if a taxi or private hire car is licensed?

Look for a licence plate on the rear of the vehicle and a matching disc displayed inside, usually on the windscreen or dashboard, showing a licence number and expiry date. A hackney carriage also carries an illuminated roof sign. For a pre-booked private hire journey, the driver and vehicle should match the details confirmed by the operator when you booked.

Is a private hire vehicle the same as a minicab?

Yes, minicab is simply the common name for a private hire vehicle. Both terms describe a car that must be pre-booked through a licensed operator and cannot be hailed on the street or wait at a taxi rank. The formal licensing term is private hire vehicle, but minicab is widely used in everyday conversation to mean the same thing.

Conclusion

The difference between a taxi and private hire comes down to one legal right: plying for hire. A hackney carriage can be hailed, ranked, or booked and runs on a meter; a private hire vehicle must always be pre-booked and charges a fixed fare agreed upfront. Checking the plate, the disc, and the driver details keeps any journey properly licensed. Camberley Cars runs licensed private hire across the Surrey belt, with every fare agreed before the journey begins.

My daughter and I had a fantastic experience with Benson—truly a 5-star service from start to finish. He took us to Gatwick Airport, and everything went seamlessly. He was punctual, professional, and incredibly friendly, which made what could have been a stressful journey feel completely relaxed. The car was clean, the driving was safe, and we felt well looked after the entire time. Benson went above and beyond to make sure we arrived on time and stress-free. I would absolutely recommend him and wouldn’t hesitate to book again!

Many thanks. Nice ride. Good booking system and automated comms. Perfectly on time and low stress trip. Thank you. Constructive feedback - Recommend that when it’s raining and there is plenty of space at the terminal, then drop off nearer to the terminal building rather than furthest away.. It makes a difference and would secure higher rating scores and a tip. Other recommendations - Suitcases on wheels should probably be put on their sides to stop them bouncing off the walls. With the above and perhaps cleaning the van and you get closer to 5*. When the cost of living strikes, I’m afraid people like me seek that little bit more than the minimum standard given the costs involved. Nice ride, pleasant driver and very pleased with the timing and communications. If you consider the above then it would feel a more professional service and secure the highest ratings. Many thanks.
